내전과 현대 민주주의의 상황 : 슈미트의 리바이어던 해석을 중심으로

이 논문은 현대 민주주의의 상황을 내전이란 개념을 통해 역사적으로 진단하려 한다. 이 때 내전이란 칼 슈미트의 홉스 해석에서 추출된 개념으로, 현세에서의 정치와 기독교 종말론 사이에서 포착된 정치적인 것의 개념의 패러다임이다. 우선 1절에서는 테러와의 전쟁, 정체성 정치, 난민과 혐오 등 21세기의 정치적 상황을 규정하는 현상으로부터 현대 민주주의에 대한 문제를 제기한다. 이 때 현대 민주주의는 보편주의의 한계로 인해 위기에 봉착한 것으로 파악된다. 그러나 이 위기는 결코 21세기에 새롭게 등장한 것이 아니다. 2절에서 슈미트에게 주목한 것은 이 때문이다. 그에 따르면 보편주의의 한계로 인한 민주주의의 위기는 이미 20세기 초에 두드러진 근대의 근원적 조건이기 때문이다. 이를 제시하기 위해 3,4절에서 슈미트의 홉스 해석이 분석된다. 슈미트는 홉스 해석을 통해 근대적 주권이 자유민주주의에 의해 침식되는 과정을 다루는데, 이것은 적그리스도를 색출하는 대심문관의 심문과 색출의 종언을 뜻한다. 그런 의미에서 슈미트는 자유민주주의와의 싸움을 대심문관과 적그리스도 사이의 대립으로 파악하고 있으며, 그것이 군대가 아니라 경찰을 범례로 삼는 한에서 내전이라 파악한다. 따라서 슈미트의 내전은 종말론적 내전인데, 제2차 세계대전 이후 이 내전은 종식된 것으로 이해되었다. 5절에서는 그럼에도 슈미트가 파르티잔이라는 형상을 통해 내전의 지속을 확인했음을 논한다. 그것은 자유민주주의자들이 대심문관이 되고 만다는 역설을 낳았고, 현대 민주주의의 상황은 이 자유민주주의의 역설 속에서 가늠될 수 있음을 결론에서 논의한다.
This article examines contemporary situation of democracy through focusing on the concept of global civil war which is derived from Carl Schmitt's interpretation of Leviathan by Thomas Hobbes. It is, according to Schmitt, a paradigme of contemporary politics and a category of christian eschatology. At first, several phenomena, including war on terror, identity politics, and refugees issue, that have characterized the critical situation into which politics of 21st century was thrown are reconsidered. Secondly, by reading of Schmitt's discourse about 'the political,' this crisis of contemporary politics is located at the edge of universalism since early 20th century. Thirdly, to make this point clear, Schmitt's interpretation of Leviathan is read intensively and it is presented that how modern sovereignty has been eroded by the liberal democracy. Schmitt framed the struggle between sovereignty and liberal democracy as one between the great inquisitor and anti-Christ that was defined as global civil war. Lastly, it is reconsidered that how global civil war which Schmitt recaptured in the context of partisan war in 20th century has thrown a question to the situation of contemporary democracy in crisis.
