동맹의 정의
- 로버트 오스굿(Robert Osgood)은 “동맹은 몇 개의 나라가 특정한 한 나라 혹은 복수의 나라에 대항하여 군사력을 사용하리라고 협력을 약속하는 것이며, 동맹조약 조인국의 한 나라 혹은 그 이상의 나라가 특수한 환경에 놓일 때 군사력을 사용한다든가 군사력의 행사를 고려할 수 있다는 의무조항을 기초로 하는 공식적인 합의” 라고 정의했다 Robert Osgood defined two things as the nature of the alliance: (1) An alliance is a commitment to cooperation in which several countries will use military force against a particular one or more countries. (2) with a formal agreement based on the obligation to consider the use of military force or the exercise of military force when one or more countries are in a special environment. Osgood's definition implies that states are likely to resort to the “use of force” rather than the alliance deterring the states from aggression. [1]
- 스티븐 월츠(Stephen Walt)에 따르면 동맹 (alliance or alignment)이란 ‘두 개 이상의 자주 국가들 간의 안보 협력을 위한 공식적 또는 비공식적 협정’이라고 정의하고 있다. Walt, throughout the book. uses the terms alliance and alignment interchangeably. He defined an alliance as "a formal or. informal arrangement of security cooperation between two or more sovereign states.[2]
